Handover of Project Documents to the Border Police of Bosnia and Herzegovina

24 April 2025, Sarajevo – In a formal ceremony, DCAF Ljubljana officially handed over comprehensive technical documentation to the Border Police of Bosnia and Herzegovina (BP BiH). The event marked the conclusion of the project “Standardisation and Systematisation of Technical Equipment of the Border Police of Bosnia and Herzegovina.”

The event marked the conclusion of the project “Standardisation and Systematisation of Technical Equipment of the Border Police of Bosnia and Herzegovina”, financed by Switzerland.

The handover agreement was signed by the Director of BP BiH, Mirko Kuprešaković, and the Acting Director of DCAF Ljubljana, Rok Derenčin.

About the Project
The project delivered a set of internal standards and guidelines to help BPBiH enhance its operational readiness and equipment lifecycle management. It covered six key operational areas:

  • risk analysis
  • organisation and human resources
  • mobility
  • information and telecommunications systems
  • control and surveillance techniques
  • realestate

A total of 94 documents (578 pages) were developed, offering a comprehensive framework for planning, procurement, deployment, maintenance, and replacement of specialised equipment.

Strategic Importance
The unified standards help ensure compatibility between existing and new equipment, and improve the cost-effectiveness of future procurement. The initiative additionally strengthens the BP BiH’s ability to respond to contemporary border security and migration challenges.

Director Kuprešaković expressed appreciation to the Swiss Government:

“I would like to thank the Swiss Government for its generous donation... The standardisation of technical equipment provides a foundation for effective border control.”

Swiss Deputy Head of Mission, Christoph Messerli, emphasized:

“It’s crucial that these resources are regularly updated and reflected at policy level to ensure long-term impact and institutional ownership.”

DCAF Ljubljana’s Rok Derenčin added:

“From the outset, BP BiH has proven to be a professional and competent partner. The developed standards mark a strategic step towards operational efficiency and long-term sustainability of the BP BiH.”

Looking Ahead
The handover of documentation is only the beginning. Continued implementation, regular updates, and political-level support are key to sustaining the results and aligning with EU integration processes.

Since 2002, DCAF has worked with Bosnia and Herzegovina to strengthen border security governance. This latest project milestone reaffirms that commitment through a modern, standards-based approach to equipment and capability development.
